Harbin is an agricultural city in Heilongjiang Province, China. There are 79,400 ha of wetlands in nine districts in Harbin. The Songhua River and its tributaries in Harbin have formed a large area of various types of wetlands, constituting a complete ecosystem. They play an important role in climate regulation, flood storage, water purification, and maintenance of biodiversity. Harbin boasts abundant wetland resources, including shrub swamps, inland marshes, forest swamps, and marsh grasslands. They have significant functions in climate regulation, carbon storage, and carbon sequestration. They play an important role in enhancing the carbon sink function of regional wetlands and helping to achieve China’s “dual carbon” goals.
Since its accreditation as Wetland City in 2018, highlighting wetland conservation as the pivot of “Fourteenth Five-Year Plan”, Harbin established the Leading Group for Wetland Conservation and Management. The Measures for Wetland Conservation in Harbin has been promulgated and enacted; the Middle- and Long-Term Planning for Wetland Conservation and the Work Program for Wetland Restoration have been prepared. The comprehensive treatment along the river has been systematically exercised, contributing to the conservation and restoration of the entire basin ecosystems in Songhua River. The municipal government and party committee of Harbin restored wetlands.
Besides, the Hadong Yanjiang Wetland was accredited as Ramsar Site and Qunli Waitan Wetland Park was one of the key projects. The vast wetlands of Songhua River and endless ecological scenery have become the iconic landscape of Harbin.
The municipal government and party committee of Harbin have deepened their efforts in publicity, building the Harbin Wetland Education Hall. The Associate for Wetland Conservation of Harbin was founded along with the co-participation of government, enterprises and public institutions, and civil groups, to shoulder the responsibility of wetland conservation in unity. The publicity activities have been hosted in a variety of occasions, such as the “World Wetland Day”, “Harbin Wetland Festival”, and “Heilongjiang Wetland Day”, upholding its reputation as Wetland City. Harbin has become a masterpiece of wetland conservation program in China.
